Sanitary Sewer Overflow

A Sanitary Sewer Overflow -SSO- occurred on August 10, 2024, at 8671 Winding Lane due to a break in a 12-inch force main. The overflow was estimated at 11,100 gallons, of which 7,500 gallons were recovered and transported to an ECUA water reclamation facility for proper treatment and disposal. ECUA crews diverted an additional 13,000 gallons from the overflow point via vacuum trucks and septage haulers, preventing further spillage. Bacteriological sampling was initiated on August 11 at the overflow entry point, and at the north and south of the entry point. Results from the samples taken upstream of the entry point have already returned as clear and sampling will continue daily.

ECUA crews repaired the main and cleaned the overflow area with a biocide agent that abated any contamination concerns, per State protocol. In accordance with standard operating procedure, the ECUA notified the State Warning Point, the Escambia County Health Department, and the FDEP.

At 5:00 pm Saturday, August 10, there was a break in a 12” diameter sewer force main near 8671 Winding Lane. This force main runs south down Scenic Highway and discharges into the lift (pump) station at the northwest corner of Olive Road and Scenic Highway. Over 1,000 gallons overflowed at the site before the flow could be stopped. ECUA crews responded promptly and were onsite within 20 minutes, immediately requesting vacuum tracks to assist in the repair operation. Repairs were made by 11:30 pm and all lift stations are back in service.

Crews were back onsite early Sunday morning to conduct additional cleanup, including fresh water flushing of Skinner Mill Creek. Bacteriological sampling was also initiated on Sunday morning at the overflow entry point, and at the north and south of the entry point.
There have been breaks to this section of force main, prior to the ECUA spending approximately $1.5 million to replace a lengthy portion of the Olive Road station’s force main, from the station to Johnson Avenue and the south side of Olive Road. ECUA engineering and operations staff are currently evaluating alternatives to the piping configuration in this section of the ECUA sewer collection system.
